Many people are very used to things being set to level 40, so I would like to remind people of the skill caps expected on the server:
Max Skill Ranks is 23.
Meaning the most a person can reasonably be expected to roll on something is:
d20 (20) + 23 + Abil. Mod. (+5 reasonable cap for most stats) = 48 (51)
Some skills such as disarm traps and opening locks MIGHT be augmented with Thieve's tools and the like. (Max +12) (60) (63)
Which means reasonable DC's can be set as follows:
Difficulty: DC set: Easy - DC 30-35 Moderate - DC 40-45 Hard - DC 50-55 Impossible - DC 60
DC's on any required skill checks should never require higher than a DC 60 without good reasoning. Consider the location of the area when setting DC's for things such as locks (e.g. poor areas likely have worse locks with lower DC's than areas considered rich and wealthy, but even wealthy areas won't likely have a lock higher than Moderate. Hard/Impossible DC's should be left for magical/supernatural events)

So the DC's of this is for what?, player houses? maybe getting inside a hidden rogue guild in the sewers?

Everything. These are the set dc's for any lock picking in game, from houses to inn rooms to rogue areas.
